The Province of Siena has activated and participates in projects closely related to the project 2015 Siena Carbon Free: it was developed an Environmental Management System for the ISO 14001 certification and EMAS registration, European projects and working groups on climate and energy plans are followed, so as to act on the local considering global environmental scenarios too in order to contribute to their improvement.

ISO 14001 Certification

In 2003 the Province of Siena has achieved the ISO 14001 certification for planning activities, land management, environmental monitoring, infrastructure management and services. To achieve this goal it was developed an environmental management system by processing an initial analysis of the environmental impacts on the land and the profits generated by the activities carried out in the offices. The Province is also equipped with a procedures manual to improve the environmental performance and to track th environmental factors supporting the environmental policy. The ISO 14001 certification is held annually with the monitoring and implementation of the Environmental Management System.

EMAS Registration

After obtaining the ISO 14001 certification, the Province of Siena undertook operations for the EMAS registration, preparing the Environmental Statement as a document of public disclosure of the environmental provincial performances. In 2006, it was achieved the EMAS registration for public administration general activities and it is held every year with the monitoring and implementation of the environmental management system of the institution.

CHAMP Project

The LIFE CHAMP project  "Local response to climate change in managing urban europe initiative" (LIFE07ENV/FIN/00138) is a training project on the integrated management for the sustainability and the fight against climate change, in line with the experiences of integrated management for sustainability already successfully applied by European cities (MUE25 and ENVIPLANS).

CHAMP partners are: UBC Commission of Environment Secretariat (Lead Partner), Turku, Finland; ICLEI - Local Governments for Sustainability, Freiburg, Germany; Environment Italy, Milan, Italy; Lake Constance Foundation, Radolfzell, Germany, Agenda 21 Coordination Local Italian  , Modena, Italy, Lake Balaton Development Coordination Agency, Siofok, Hungary, Suomen Kuntaliitto (the Association of Finnish Local and Regional Authorities), Helsinki, Finland.

It is a tool to provide local authorities with intensive training and coaching activities to build or consolidate, both in its internal structures and in the local community, the skills needed to effectively deal with the problems caused by climate change.

The CHAMP project expects the following results in Italy:

  • establishment of a national initiative center on integrated management for sustainability, with a specific focus on the issue of climate change battle, networking with as many centers of national initiative in the other partner countries (Finland, Germany, Hungary) and in other EU countries that will join in the project;
  • implementation of a training and coaching program on integrated management for the sustainability and the climate change figh, addressed at the local authorities, based on the comparison and exchange with the European good practices;
  • creation of a national network of accredited trainers, able to apply and spread the contents developed under the project;
  • development of case studies for the 15 Italian local authorities involved in the training; identification of three different groups of case studies, which correspond to different profiles of experience and various  commitments and benefits resulting from the project CHAMP. The Experts group includes local authorities which already achieved considerable experience in the application of ways and means of integrated management for the sustainability and the fight against climate change (entities that have been engaged for several years in the implementation of a process of Local Agenda 21 and / or who have developed a Environmental Management System certificated with the ISO14001/EMAS, actively participating in working groups CA21L, who have already participated in European projects related to the themes of the CHAMP project, which for years have developed tools for the integrated management of sustainability - reports and budgets on the environment status, baseline review, action plans, plans for the climate etc.). The Experimenters group that includes at least five local authorities who already had some experience in the application of ways and means of integrated management for the sustainability and the fight against climate change, but who still have to strengthen and consolidate the routes and tools already activated. In this case the authorities will be supported to develop the application of an integrated management system for both sustainability and the fight against climate change. Then the Observers group, including local authorities, who have already had some experience in the application of ways and means of integrated management for the sustainability and the fight against climate change, which have to strengthen and consolidate routes and tools already in use still.
  • development and standardization of an Integrated Management System for the sustainability and the fight against climate change, consistent with the EMAS and ISO management systems.
  • the CHAMP project
  • starts up the training on integrated management for the sustainability and the fight against climate change wanted by the Sustainable Cities European Campaign;
  • is part of the European initiatives to implement the Covenant of Mayors and the Leipzig Charter and to promote the Green Capitals Award;
  • faces the climate change fight crucial issue, enhancing the experiences of integrated management for sustainability already successfully applied by European cities, particularly in the projects MUE-25 and Enviplans;
  • identifies the success factor of the strategies for adaptation and mitigation of climate change in the creation of adequate integrated management capacities at the local scale
  • creates a European network of accredited trainers for the spread of capacity of integrated management for the sustainability and the fight against climate change, supported by specific national initiative centers made in at least four European countries.

The Province of Siena is part of CHAMP in the guise of "expert" due to its experience in sustainable development projects, energy, environment and integrated management systems.
